Additional Information: This paper draws on an extensive, longitudinal study of mathematical learning, teaching and attainment funded by the Leverhulme Foundation. Its innovative design, with a core and five sub-projects, means that the variety of quanititative and qualitative data available were unusually rich. This paper provides an analysis of the contested meanings of 'attainment' raised by the policy and its implementation in schools.
