Additional Information: This paper will be published in an international peer reviewed journal in Brunei. It is a report of an 18 month resarch project which has had an impact on practice at the IOE and has been disseminated through the TTRB web site, Teachers' TV and the Professional Teacher journal so the potential impact is national. Brunei has also adopted this approach and so the impact is also international.
