||This article is based on the first systematic analysis of institutional bursaries introduced in 2006. Its original methodological approach included an examination of all Parliamentary debates surrounding the 2004 Higher Education Act, and the creation of a database classifying bursary provision at 117 English universities. The research has informed Office for Fair Access’s thinking, and led to OFFA commissioning the author to undertake the first national study on bursaries’ impact, awareness, and take-up.
