|Additional Information:||This paper, which was published as part of the Inquiry into Lifelong Learning (NIACE), develops new ecological theories of governance in education and training. I think the paper requires further development to make a significant theoretical impact and this will be done via a conference paper for ECER in August 2010 and then its submission to an international journal in early 2011.
