||This chapter is included in the Routledge International Companion to Multicultural Education, edited by James A. Banks, former President of AERA and known as the father of multicultural education. To be invited to contribute is itself a mark of the highest esteem. I have co-authored two chapters in the volume. The chapters are refereed by Banks and other distinguished international experts. The only other IOE contributors are Professors Gillborn and Youdell, who have a joint chapter. This chapter is a thoroughly revised and updated version of an article first published in European Journal of Education in 2002 which has been cited 22 times according to Google Scholar. It is based on an analysis of European education policy and gives specfic emphasis to Sweden. It is the one chapter in the volume that addresses European policy, as opposed to national policies. It therefore stands out for a global audience and critically represents EU policies, revealing how the criteria have been watered down so that anitracism is no longer a requirement for funding.
