Additional Information: This article examines foreign language learning policies in the UK, Europe and the US and challenges the notion of a bicultural paradigm. It brings to bear qualitative data from interviews with language teachers funded by the Open University. It relates policies on language learning and teaching to policies for multicultural education. It applies to language education policy the concept of education for cosmopolitan citizenship previously developed by the author.
