|Additional Information:||This article draws upon and contributes to a body of theory and research within political science which is concerned with changes in the policy process and new methods of governing society; that is, with a shift from centralised and bureaucratic government to governance in and by networks. It lays out and agenda for further research and explore the ‘fit’ between existing conceptualizations of policy networks and a particular case in point. It is research done as part of an ESRC funded fellowship. It draws upon network analysis and some network theory and is based on interviews with the executives of leading UK ‘education businesses’ and in-depth internet searches.|
