Additional Information: This paper examines how policy and practice in sex and relationships education (SRE) in England often draws on the concept of informed choice and the linked notion of ‘empowerment’, while at the same time statutorily imposed, adult-led, focus on behavioural outcomes. This paper makes a unique contribution to the literature by drawing on Lukes’ account of power, to critically explore how to further develop conceptualisations of empowerment. Subsequent practical impediments to the development and implementation of ‘empowerment’ within school-based SRE are then outlined.
