Additional Information: This article was solicited for a special double volume of the intellectually renowned cross-disciplinary journal Critical Quarterly devoted to Management Discourse to which a range of internationally recognised writers and intellectuals contributed. The article is original in examining New Labour policy discourses as they relate to education, ‘special needs’ and ‘inclusion’ and linking this to wider issues of state managerialism.
