Additional Information: Research theme: Equity and social justice in education/comparative and international perspectives in education This article, published in the most prestigeous resarch-based education journal in France, develops a critical analysis of competing policy agendas in England in relation to 'raising standards' and developing inclusive policies and practices. It describes a qualitative research study which traces the inerprestation of national policy relating to policy and special educational needs in one local education authority, as a means of highlighting embedded contradictions and inequities. The use of a case study of policy-making relating to the proposed closure of a particular special school is used as a lens through which to explore the minutae of policy making processes and discourses.
