|Additional Information:||This is a peer reviewed article which evaluated the basis for extending virtual learning to Africa by the World Bank and questioned whether the funds could have been used elsewhere and whether this was whole project was carefully planned. The article falls within the field of Education Policy and is an original contribution that has been cited by numerous writers on the role of technology in higher education, especially in developing countries. The peer review process involved two anonymous feedback requiring revision in the first instance. We revised the article and then it was accepted by both reviewers. The co-authors contributed 50% each of the article.|
