Additional Information: This article is a completely original as for the first time it develops a measurement of active citizenship across European countries. Both the theoretical and statistical analysis of this article are of a very high quality with a highly complex composite indicator being developed along with sensitivity analysis of weighting techniques. The impact of this article is that the measurement was used by the European Commission within their progress report on the Lisbon Strategy in Education and Training. It changed thinking in European policy circles towards understanding that soft concepts can be measured and drew attention to the importance of active citizenship.
