Abstract

Skill underutilisation is an important issue with negative consequences for employees, employers and the society. However, concepts and indicators of skill underutilisation differ in the literature. Furthermore, most existing research focuses only on the employees’ perspective of skill underutilisation. UKCES’s Employer Skills Survey (ESS) allows us for the first time to consider the employers’ perceptive in the discussion. In this report, we build up a picture of skill underutilisation in the current UK labour market. Besides ESS, we employ the Workplace Employment Relation Survey (WERS) and the Skill and Employment Survey (SES) two well established individual level datasets.
