Additional Information: A history of the relationship between policy makers and researchers in Bagladesh reviewing different approaches to evidence utilised in different periods of the expansion of primary education. The first article to place discussion about education policy making in Bangladesh in a historical and social context. Draws on data gathered as part of a collaboration on a DFID funded project to build capacity in education research in Bangladesh. Published in a peer reviewed journal; selected for publication from papers presented at the UKFIET Oxford conference in 2001. Three quarters of the article was written by me. One co-author is my doctoral student.
