Additional Information: This book is based on, but goes beyond, a series of ESRC-sponsored seminars held between 2008-9 for researchers, policy-makers and practitioners in England, Scotland and Wales. The book also includes information on Northern Ireland. The Principal Investigator (Ann Hodgson) and the Co-Investigators had all directed projects within the ESRC TLRP and used the seminar series and the book to synthesise and develop the main theoretical ideas emerging from those projects. The book contributes to knowledge through its analysis of convergence and divergence of policy and practice across the four countries of the UK as a result of devolution; its new insights into democracy, governance and 'localism', in particular, and its commentary on the policies of the new Coalition government. This allows the editors and authors to take an inter-disciplinary approach that draws on literature from political science as well as education. There are other studies of so-called 'home internationals' but they do not have the range or scope of this book. (60,000 words)
