Additional Information: This book is based on a 3-year ESRC TLRP Project to examine the impact of policy on post-compulsory education and training 2004-7. The Project was rated as 'outstanding'. It involved analysis of over 300 English policy documents, 126 interviews with English policy makers at the national, regional and local level, 5 European officials and 559 interviews with learners, tutors and managers in 24 learning sites (8 in work-based learning, 8 in adult and community learning and 8 in FE) in two regions - London and the North East. Project findings were used by the Foster Review of FE and the Prime Ministers Strategy Unit. Theory on the governance of the learning and skills sector (LSS) was advanced through the use of the new concept of 'devolved social partnership' and the development of theories of policy 'translation' and 'mediation' to explain some of the intended and unintended consequences of policy in the LSS. The book was used to inform the recent Inquiry for Lifelong Learning and Ann Hodgson is PI of a follow on ESRC-funded project entitled New Directions in Learning and Skills in England Wales and Scotland, which builds on the concepts developed in this book but applies them more broadly across the UK.
