Additional Information: This article has now been published by JVET and contains the first theoretical discussion of 14-19 learner progression in England available to the academic community. Focused on progression between qualifications levels in a large FE college, the article contributes to knowledge by reporting research on learners at Entry/Level 1 and Level 2 and the issues they face in making a transition to further study and the labour market. The article argues that current policy levers encourage colleges to downplay the importance of progression.
