Additional Information: This article studies the problem of missing covariates in the calculation of CVA measures in England and shows that the system over-penalises schools that have a larger than average proportion of students of low SES. Its findings have influenced the debate on how to measure school effectiveness and have helped contribute to the government abandoning CVA measures.
