Additional Information: This article is an invited paper for a special issue of this international journal, drawing on a significant cross-national review conducted for English government (DCSF), directly to inform the development of policy and services in relation to support for parents and families. The review was both rigorous and innovative, providing a contextualised systematic analysis of policy and research on parenting support in five non-English language European countries, in a field dominated by English language literature. The journal article draws on this study to confront a critical, but inadequately addressed, issue - the way in which understandings of efficacy (and of how to determine 'what works') relate to cross-country differences in approaches to parenting support, within countries' policy and service contexts. The research thus brings together theoretical and practical questions, to offer a fresh perspective on debates about support for parents and families.
